How did he ever get to be Mayor?
That's what I'm wondering about Ray Nagin. He has now suspended the reopening of the city, yielding to pressure from top federal officials and even the President himself. What? Is this is the same New Orleans that was "covered in toxic soup" and had/has "dead bodies floating everywhere"?! What was the mayor thinking?
